Health care reforms, in particular the expansion of public and/or private health care benefit coverage to some or all population groups, is becoming an increasingly hot topic for discussion—and in some cases for action—at all levels of government. With almost 16% of Americans estimated to be uninsured for at least part of the year, opinion polls show health care near the top of the general public’s list of concerns. Little wonder that presidential candidates for the 2008 election are incorporating ‘‘universal (...) health care coverage’’ proposals in their campaign platforms. Will ‘‘cradle-to-grave’’ coverage for all become a reality or will they just experience cradle-to-grave debates over this issue? That is essentially one of the questions posed in the following discussion on the role of nonprofit health care organizations in promoting, and operating under, universal health care coverage. The demands are coming from a variety of sources - government officials, donors, business partners, companies that provide directors and officers (D&O) liability insurance, the media, and directors themselves. Benne’s book is a polemic aimed at the leadership of the mainline Protestant denominations and their mode of engagement with the American political process. In Benne’s account, these denominations draw too direct and exclusive a line between Christian faith and liberal political commitments; conversely, he sees greater agreement between core Christian norms and conservative political concerns. By contrast, Childs’s book provides an exegetical development of Christian norms of peace and peacemaking, followed by direct applications of Christian norms to public issues of economic justice and war that parallel the positions of secular liberals.Benne seeks to explore anew the issue of how Christians should interact with the political process. Unlike H. Richard Niebuhr, who undertook a similar project in Christ and Culture, Benne engages contemporary secular interpretations and critiques of religious engagement in politics. Benne rejects the strict separationist positions of the new atheists such as Richard Dawkins and the fusionist positions he attributes to Paul Tillich and the leadership of the contemporary mainline denominations in favor of a critical engagement model based on the Lutheran two kingdoms doctrine. Benne’s passion is not matched by the strength of his arguments. There is a straw man quality to his characterization of his antagonists. For example, Benne describes Tillich as seeing no difference between the demands of the Christian faith and democratic socialism. But Tillich explicitly recognizes the limitations of democratic [End Page 195] socialism in expressing Christian ideals and makes clear that his preference for this form of government is conditioned on a historical situation in which the alternatives are laissez-faire capitalism, fascism, and communism. Benne displays epistemological hubris when he questions mainstream scientific judgments. For example, he mocks the “alleged global warming consensus” (35) without offering any evidence that he possesses the necessary evidence or expertise to judge that consensus. He adds questionable historical claims, exaggerating Nazi persecution of Christians and minimizing the religious motivation of the European wars following the Reformation.Childs’s treatment of the question of how Christians are to engage in the US political process is even more problematic than Benne’s. His political prescriptions are written as if the problem did not exist, as if there existed a unified Christian polity fully faithful to its ideals that could express those ideals directly in the nation’s public policies. In this, there is a lack of the moral realism that Lutherans traditionally express through the doctrine that Christians are simul justus et peccator (at the same time justified and sinner). It is telling that the only sins that Childs acknowledges in the church are those that correspond to secular liberal norms: “racism, sexism, classism, and other forms of discrimination” (110). Childs’s representations of the church as holy, a community of peacemakers, and a sign of peace are normative not descriptive, effacing the traditional Lutheran distinction between the visible and invisible church. Childs also demonstrates a lack of political realism with respect to the influence of Christians in the American political process. In proposing that public policy be directed by Christian ideals, Childs either presupposes a significant conversion of our pluralistic society or he imagines that those not presently acting in the political process according to Christian moral principles can be persuaded to selflessness without conversion. The former position is not an empirical reality, and the latter contradicts the traditional Lutheran understanding of original sin, which holds that in the absence of faith human beings are curvatus in se, curved in upon themselves.Benne makes a... As presented in this volume, they form five pairs, one each by a Catholic and a Protestant theologian, focused on the topics of (1) the being of God, (2) the Trinity, (3) Christology, (4) grace and justification, and (5) election, providence, and natural law. Thomas Joseph White provides a lengthy introduction, and Bruce McCormack concludes with a brief epilogue. All of the essays at least touch on both Barth and Thomas, though in varying degrees. It must be noted that, with the exception of the essays by White and Wawrykow, the Catholic interlocutors generally engage Barth less deeply than the Protestant interlocutors engage Thomas. Why this might be the case is a point to which I will return.Under the topic of the being of God, Robert Jenson begins with a brief, reflective essay focusing on the radical implications of Barth’s account of God’s “being” or “reality” as “event,” “I,” and “decision” (Ereignis, ich, Entscheidung), and on the content of God’s essence as “the loving One.” Jenson argues that if we follow Barth’s trajectory, we arrive at the paradoxical view that “God’s being is an implosion of freedom, so sheerly contingent that it is not contingent on anything and so is the one necessity. And it is an explosion of love, so sheerly a commitment to the other that it is freedom” (51). Thomas gets only a brief mention, though presumably he stands as the conventional account of God’s being that provides the background against which the true radicalism of Barth’s account can appear. Richard Schenk offers a Catholic counterpoint, engaging not so much with Barth himself as with Jenson and other post-Barthian thinkers such as Ebeling. His essay responds to Jenson’s paradoxes of imploding freedom and exploding love by educing from Thomas’s writings “a theodicy-capable theology of the cross” (57) that operates within a commitment to God’s impassibility as traditionally understood. Implicit in Schenk’s argument is the wager that a God who is, qua [End Page 301] God, beyond all suffering is a richer resource of hope for suffering humanity than is a God who suffers with us in his divinity.Under the topic of the Trinity, Guy Mansini’s essay launches something of a preemptive strike on Bruce McCormack, who, in a widely discussed essay (“Grace and Being,” in The Cambridge Companion to Karl Barth, 92-110) and in subsequent writings, has developed Barth’s notion of Christ’s obedience on the Cross as the manifestation in time of his “intra-trinitarian obedience” to the Father in order to argue against traditional notions of divine being and in favor of something like the view Jenson sketches in his essay. Mansini draws on the patristic and monastic traditions as well as Thomas to explore the humility and obedience of Christ, arguing that obedience can only be a virtue of a created will: “’To obey,’ like ‘to be caused’ or ‘to be moved,’ belongs exclusively to the created order” (82). Thus, Christ is humble and obedient qua human, not qua divine, and therefore one cannot sensibly speak of an intra-trinitarian obedience but only of the obedience of Christ’s human will to the one divine will that is common to the Father, Son, and Spirit. McCormack’s essay, which follows, seeks to show that the position he has developed by way of Barth’s theology can also be grounded in Thomas’s theology of the relation of divine processions and missions, at least as this has been interpreted by Matthew Levering. Philosophers writing on the subject of human action have found it tempting to introduce their subject by raising Wittgenstein's question, 'What is left over if you subtract the fact that my arm goes up from the fact that I raise my arm?' The presumption is that something of particular interest is involved in an action of raising an arm that is not present in a mere bodily movement, and the philosopher's task is to specify just what this is. Unfortunately, such (...) an approach does not take us very far, since a person could properly be said to raise his (or her) arm while asleep or hypnotized even though he (or she) would not be performing an action in the sense of 'action' with which philosophers are particularly concerned. To avoid this kind of difficulty I shall approach the subject of human action is a more academic way: I shall expound some important rival theories of human action, and introduce the relevant issues by commenting critically on those theories. One of the issues I eventually introduce is a metaphysical one. A theory of action makes sense, I contend, only on the assumption that there are such 'things' as actions (or events). After considering some key arguments bearing on the issue I conclude that, as matters currently stand in philosophy, a metaphysically noncommittal attitude toward actions and events seems justified. Transparency lies at the heart of most modern slavery reporting legislation, but while publication of statements is mandatory, conformance with content guidance is voluntary, such that overall, corporate responses have been poor. Existing studies, concentrated in business to consumer rather than inter-organisational contexts, have not undertaken the fine-grained assessments of statements needed to identify which aspects of reporting performance are particularly poor and the underlying reasons that need to be addressed by policy makers. In a novel design, this study utilises (...) the ethical trade initiative assessment framework to evaluate the content of 95 UK government suppliers’ modern slavery statements. The findings suggest that in a modern slavery context, discovery challenges are more important than firms’ attitudes to disclosure. We contribute to the transparency literature through a model contrasting discovery costs and disclosure risks and by identifying the disclosure of unknowns as an additional relevant dimension of disclosure. We then discuss the model in relation to normativity theory to consider options through which the currently low legitimacy of the reporting governance regime can be enhanced and the intended norms established. A comprehensive introductory study of the key concepts and problems in traditional and contemporary metaphysics. Aune presents and defends a point of view that is naturalistic, nominalistic and pragmatic-an approach that has the overall advantage of providing a coherent, structured view of the topics he discusses.

Music exists not to be parsed, categorized, or otherwise processed, but because it provides enjoyment. Thus methodologies that concentrate on the cognitive aspects of music alone omit what is essential about this aesthetic form. This paper provides an alternative approach by proposing a measure of musical preference. Specifically, it is argued that a musical passage will be preferred to the extent that it induces synchrony in those brain structures that are responsible for processing the passage. It is first shown that (...) this conception is consistent with time-honored principle of unity in diversity. It is then argued that the synchrony measure follows from more recent results regarding a possible solution to the binding problem. The bulk of the paper, however, is concerned with verifying the measure via simulation. It is shown, in particular, that the measure applied to a network of interacting integrate and fire neurons responsible for the processing of musical stimuli produces results consistent with human musical preference. This was carried out in three areas in the context of Western classical and popular musical forms. First, the model was applied to the laws of voice leading and other principles developed in the period of common harmonic practice. Next, it was shown that the three most salient aspects of melody, the preponderance of stepwise transitions, the theme and variation nature of phrase development, and increased positive affect with exposure all follow directly from the model. Finally, it was demonstrated how a steady rhythm can increase neural synchrony and presumably positive affect. Additional simulations run on Turkish art songs show that the synchrony measure may have some applicability to non-Western musical forms. The paper concludes by arguing that the synchrony measure may, in certain cases, apply to non-musical aesthetic stimuli. (shrink)

The paper investigates what is meant by "good science" and "bad science" and how these differ as between the natural (physical and biological) sciences on the one hand and social sciences on the other. We conclude on the basis of historical evidence that the natural science are much more heavily constrained by evidence and observation than by theory while the social sciences are constrained by prior theory and hardly at all by direct evidence. Current examples of the latter proposition are (...) taken from recent issues of leading social science journals. We argue that agent based social simulations can be used as a tool to constrain the development of a new social science by direct (what economists dismiss as anecdotal) evidence and that to do so would make social science relevant to the understanding and influencing of social processes. What is the nature of the decision-related personal values of corporate management? Managers' attitudes and behaviors are built upon their personal value systems (PVS). Knowledge about the structure of management's PVS assists in understanding the attributes of corporate decision making. Utilizing a survey instrument developed and used by England (1967, 1975), this article updates this research into corporate managers' personal value systems. England's PVS consists of sixty-six pre-tested values clustered into five groups. As one could expect with personal values, statistical (...) tests reveal that even with dramatic changes in the business environment the overall personal values structure has not changed over the intervening three decades. The results also reveal that corporate managers retain their pragmatic value orientation as discussed by England. (shrink)

Wartime policies conceived in London manifested themselves unexpectedly in Cork--The Defence of the Realm Act was used to repress political speech; deficit spending generated massive inflation; mandatory arbitration encouraged workers to join trade unions; food rationing panicked a country scarred by the Potato Famine; and military conscription generated virtual rebellion. The pressure to participate in the global community has as one of its manifestations the requirements of an adequate and even a “world class” university system. Historically, universities have had more in common with monasteries than with marketplaces. Universities were always places of retreat, drawing people apart from the world for the purpose of contemplation and self-improvement. At its worst, the focussed vocation of the monastery gives way to the irrelevance of the ivory tower. Indeed, the most common critique of (...) the university, and particularly the liberal arts, is that it does not contribute to the real needs or wants of people. Many believe that the governing metaphor should be changed from monastery to marketplace. Needless to say, this change comes with its own set of problems and, for many, a university which is primarily a marketplace is no longer a university. Nevertheless, in the minds of many, tensions between integrity and relevance are the core problems facing the university today. (shrink)

In two recent papers, Christian List and Philip Pettit have argued that there is a problem in the aggregation of reasoned judgements that is akin to the aggregation of the preference problem in social choice theory. 1 Indeed, List and Pettit prove a new general impossibility theorem for the aggregation of judgements, and provide a propositional interpretation of the social choice problem that suggests it is a special case of their impossibility result. 2 Specifically, they show that no judgement aggregation (...) function for a group is possible if the group seeks to satisfy certain `minimal conditions' designed to ensure that the function is both responsive to the individually rational views of its members and collectively rational in the set of judgements it holds. In this article, I resist the List and Pettit claim that there is the same propensity for collective irrationality or incoherence in the aggregation of reasoned judgements as there is in the aggregation of preference. I argue that reason, because it has a logical structure that is lacking in mere preference, has the effect of giving priority to some aggregations over others, a priority that is not permitted by one of the conditions imposed by List and Pettit. This avoids the incoherence that would otherwise exist if these different aggregations, not consistent with one another, were to compete at the same level of priority. The priority of some aggregations is particularly apparent, I shall argue, if one views the aggregation of judgements through the lens of common law decision-making. Each chapter treats one of liberalism’s cherished virtues (equality, authenticity, tolerance, and compassion) and argues for the Christian roots of (...) each in order to show how Christianity is “the fulfillment of what the Enlightenment, at its best, sought” (196).Ward uses the Christian humanism of Dostoevsky to redeem the equality espoused by Rousseau and Kant in light of Nietzsche’s attacks. Equality is grounded neither in a human capacity nor in obedience to a principle, but in the imago Dei. While hardly original, this foundation with attention to immanence can create an enlivened perception of others in their richness while being transformed by love from “the other world.” Ward redeems authenticity with agapic self-dispossession rather than self-assertion, which liberates it from individualism and opens it to the “call of God.” Liberal compassion finds its fulfillment in the love of particular, suffering humans, which requires discernment, respect, and effective action. Such compassion is rooted in and revelatory of divine love.Ward’s most compelling chapter, on tolerance, begins by noting how this ideal often inhibits moral judgment or promotes indifference. Ward is a student of neither Mill’s nor Nussbaum’s libertarian versions of tolerance. Instead, Ward draws upon René Girard to argue that tolerance must account for the perpetrator’s demonization of social outcasts that leads to the victim’s resentment. Victims must lead the way in exposing and then exiting this cycle. Dostoevsky recommends a practice of taking responsibility for all persecution (“all are guilty for all”) as an expression of active love. Such a practice forges points of human contact between groups in conflict, even if prejudices are slow to change. In response to intolerant religions, Christians should assume such universal responsibility rather than rely on the “restrained” violence of the liberal state. Although Ward derides multicultural versions of tolerance that “celebrate difference,” he observes that the universal human of Enlightenment ontology cannot exist except through the particularity of a lived story—precisely multiculturalism’s insight. [End Page 213]The deep lament motivating this book is that an inadequate Christian theology lost its power to explain the world. The resulting defense of humanism by Enlightenment philosophes was deeply shaped by Christian ideals, but they were unable to articulate a foundation for moral norms, which made Nietzschean nihilists appear sane. Both groups are ill equipped to respond to current religious terrorism. As Charles Taylor explores in The Secular Age, the third contenders are those who affirm a good beyond this world. Ward differs from Taylor by arguing that the problem is not a lack of transcendent grounding for norms but an inadequate conceptualization of immanence and transcendence. Ward uses the Trinitarian approach of Dostoevsky to reorder transcendence and immanence, which avoids translating “Christianity into liberalism” or injecting transcendence into secularism.Ward’s project succeeds if one accepts Nietzsche as the major critic of the Enlightenment. Readers who have accepted as legitimate other criticisms of the philosophes may be disappointed. His discussion of compassion lacks Catholic interlocutors such as Edward Vacek who argue that agape avoids the polarity between self-love and compassion; feminists who critique Enlightenment dichotomies between savage and civilized or reason and emotion; and Marxists who argue that capitalism denies human equality, thus making Ward’s “capitalist liberal humanism” sound naive. It is not clear how Ward would redeem the Enlightenment from such criticisms.Nevertheless, Ward’s rereading of the Enlightenment is majestic in its sweep, compelling in its close textual analysis, and brimming with fresh insights. The right to teach at university is a distinctive philosophical and legal conundrum but a largely unexplored question. Drawing on Humboltdian principles, the legitimacy of the university teacher stems from their continuing engagement in research rather than possession of academic and teaching qualifications alone. This means that the right to teach needs to be understood as a privilege and implies that it is always provisional, requiring an ongoing commitment to research. Yet, massification of higher education systems internationally has led to (...) the disaggregation of the academic profession with teaching-only positions now increasingly common. University teachers employed to both teach and research face a narrowing set of performative expectations with respect to how ‘research-active’ is defined. This paper challenges these contemporary understandings and, drawing on historical evidence, argues that a broader definition of research and scholarship needs to underpin the basis of the right to teach. Since the introduction of mathematical population genetics, its machinery has shaped our fundamental understanding of natural selection. Selection is taken to occur when differential fitnesses produce differential rates of reproductive success, where fitnesses are understood as parameters in a population genetics model. To understand selection is to understand what these parameter values measure and how differences in them lead to frequency changes. I argue that this traditional view is mistaken. The descriptions of natural selection rendered by population genetics models are (...) in general neither predictive nor explanatory and introduce avoidable conceptual confusions. It is not naive, in the sense that it does not argue that any diversity is helpful, but rather tries to distinguish some of the ways in which it can be helpful and, hence, some the conditions under which it can be helpful. It does this is a largely non technical language and using informal argument using argument, examples and a review of the evidence to support its conclusions. (...) This paper offers an account of the important role which an obligation to provide reasons can play in avoiding some of the systematic difficulties encountered in the theory of rational social choice. The paper builds on some of the insights offered by theories of structure-induced equilibrium. It argues that the obligation to provide reasons for certain choices, reasons which must be articulated and structured around a set of generally shared and publicly comprehensible categories of thought, can serve to make the (...) space of possible choices "concept-sensitive" in a very useful way. Concept-sensitivity has the effect of restricting certain movements within the choice space so that some of the difficulties for achieving an equilibrium in social choice, difficulties which arise out of an excess of rational doing, are avoided. The resulting equilibrium is path dependent, of course, but because it is dependent on a choice path which "makes sense" (or is ordered by thought precisely because it is concept-sensitive), it is not the sort of arbitrary path dependent social choice which was of such concern to Kenneth Arrow in his original Nobel prize winning work. The paper illustrates its points with examples taken from the law. The law is a method of making social choices which emphasizes (in a very self-conscious way, and one which has no parallel either in politics or the market) the justificatory significance of the obligation to give publicly accountable reasons which attend to those issues arising in an ordered way out of a highly structured adjudicative process. Thus, the paper has as one of its ambitions the bringing together of two accounts of rational decision-making which, to this point at least, have not had much contact, namely, the theory of rational social choice and the theory of legal reasoning.
